Kellner does look like a dropped-in afterthought. The View from the backside of the suites is something I hadn't though of- I agree a missed opportunity. A mini-upper deck on the east side is another interesting thought- clearly the commercial value of inside seats carried the day here.

They did do some of what you suggest on the west side by taking out some rows of bleachers and creating a walkway. It doesn't go all the way across- it is still tarped in front of section E, IIRC, but it does provide we low-row patrons with easier access to the less-used restrooms and concessions at the corners of the stadium. I agree with your "concourses don't need to be in the stadium" notion, and wonder how they might make better use of Bresse Terrace if permitted to do so as the lower west side concourse is still un-navigable at halftime. Back to the tarping- it really is a low-rent-looking way to accomplish what they were trying to do.

You comments on precast concrete are well-taken. Some really interesting things can be done with precast.

I think your overall premise is correct- that they were trying to get as much bang for the buck as they could out of the renovation & didn't pause long to consider design.
