I just got back from the golf course and have a couple of rules questions in regards to water were it should not be. The course that I am a member at is (as I
am sure a lot of courses are right now) a little soggy to say the least. There are a couple of ponds that are a lot bigger than they usually are, and seeing
that this is a links style course it is real flat and has a multitude of waste bunkers that are now ponds. We had a couple of unique situations occur tonight.
I hit an approach shot which landed in between the green and pond. Normally this would not be a problem but tonight was under water. It landed on the green
side of the red out of bounds stake, so it was inbounds but was also in the pond. Do I get a free drop? Question #2 My partner hit his second shot of on a par
5 in the greenside bunker which was full of water. I know you get a free drop here, but my partner took a penalty stroke because he said he could not find the
ball (the water was extremely muddy). We both saw the ball make a splash in the water, but were 200+ yards away. I tried to convince him it is a free drop but
he said since we could not find the ball he would take a stroke. What is the correct ruling here?

For the first question, since it's outside the stakes (or spray-painted line), I believe it is treated as casual water and you get a free drop no nearer
the hole. I think your partner is right on the second one. Since he didn't find it, it's a lost ball.
EDIT: Here's language directly from the Rules of Golf: I guess I was wrong on the second one.....from Rule 25-1: c. Ball in Abnormal Ground Condition Not Found It is a question of fact whether a ball that has not been found after having been struck toward an abnormal ground condition is in such a condition. In order to apply this Rule, it must be known or virtually certain that the ball is in the abnormal ground condition. In the absence of such knowledge or certainty, the player must proceed under Rule 27-1. If it is known or virtually certain that a ball that has not been found is in an abnormal ground condition, the player may take relief under this Rule. If he elects to do so, the spot where the ball last crossed the outermost limits of the abnormal ground condition must be determined and, for the purpose of applying this Rule, the ball is deemed to lie at this spot and the player must proceed as follows: (i) Through the Green: If the ball last crossed the outermost limits of the abnormal ground condition at a spot through the green, the player may substitute another ball, without penalty, and take relief as prescribed in Rule 25-1b(i). (ii) In a Bunker: If the ball last crossed the outermost limits of the abnormal ground condition at a spot in a bunker, the player may substitute another ball, without penalty, and take relief as prescribed in Rule 25-1b(ii).

What course are you a member at? Always some tough situations when it comes to standing water.

I like the National course up at Fox Hills (I think that's what it's called? or it was). Believe it or not the WIAA state tourney was held up there for
a few years in the early 90's. They split the divisions between the 2 courses.

Clarifying the ruling on the shot in the bunker: if the ball is in standing water in a bunker, you may take a free drop to a different spot in the same bunker
(no nearer to the hole I think but not certain), without penalty. However, if the standing water covers the entire bunker and it is not possible to take a
drop in the bunker, you take a drop outside the bunker, but you must take a one shot penalty. So, if your friend dropped it in the sand, he didn't have to
take a stroke penalty.

The National is the course I am talking about. I think it is an under rated course despite the course being infested by geese. I have a season pass (access to all 45 holes) and pay just over $500. I have to say I golf the National 90% of the time I golf. There is never a ton of play on it and I can usually just show up an get on the course with out making a tee time. |
